يستند هذا التقرير إلى خمس خطط «لإعادة بناء السيادة الاقتصادية لفرنسا وأوروبا». الموضوع الثالث للتقرير يتوخى السيادة من خلال الاستثمار في مهارات وحرف الغد (الصفحات 150-183).

يناقش مؤلفو التقرير طرق مختلفة للتدريب في مهن السحابةcloud من خلال عرض الشهادات المهنية المسجلة لدى France Compétences من قبل الجهات الفرنسية. أشارت شركتا American Microsoft و Amazon Web Services بالفعل إلى العديد من التدريبات على الشهادات، مع سلطة تنظيم التدريب المهني، مما يسمح للمستفيدين والشركات بالحصول على تغطية لتكاليف التدريب.
